Its evolution mirrors the\u00a0evolution not just of Waukegan but also\u00a0the nation; transitioning from rapid industrialization to a steady industrial decline, followed by a realization <span style=\"text-align: left; color: #333333; text-transform: none; text-indent: 0px; letter-spacing: normal; font-style: normal; font-variant: normal; font-weight: 400; text-decoration: none; word-spacing: 0px; display: inline !important; white-space: normal; cursor: text; orphans: 2; float: none; -webkit-text-stroke-width: 0px; background-color: #ffffff;\">that the industries left\u00a0behind <\/span>a challenging environmental legacy, and finally, the recognition of opportunity for stewardship of the unique\u00a0 recreational and natural resource that is the Waukegan Lakefront.<\/span><\/p>\r\n<ul style=\"list-style-type: circle;\">\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\"><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">In 1850, the newly incorporated community of Waukegan began negotiations with the State of Illinois and the U.S. Army Corps of Engineers (Army Corps)\u00a0to build a small commercial harbor off the Lake Michigan shore of Waukegan.<\/span><\/span>\r\n<figure id=\"attachment_1563\" aria-describedby=\"caption-attachment-1563\" style=\"width: 300px\" class=\"wp-caption alignright\"><a href=\"http:\/\/www.waukeganharborcag.com\/wp-content\/uploads\/2019\/09\/Waukegan-Harbor.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-1563\" src=\"http:\/\/www.waukeganharborcag.com\/wp-content\/uploads\/2019\/09\/Waukegan-Harbor-300x212.jpg\" alt=\"\" width=\"300\" height=\"212\" srcset=\"http:\/\/www.waukeganharborcag.com\/wp-content\/uploads\/2019\/09\/Waukegan-Harbor-300x212.jpg 300w, http:\/\/www.waukeganharborcag.com\/wp-content\/uploads\/2019\/09\/Waukegan-Harbor-768x543.jpg 768w, http:\/\/www.waukeganharborcag.com\/wp-content\/uploads\/2019\/09\/Waukegan-Harbor-1024x724.jpg 1024w, http:\/\/www.waukeganharborcag.com\/wp-content\/uploads\/2019\/09\/Waukegan-Harbor.jpg 1280w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><figcaption id=\"caption-attachment-1563\" class=\"wp-caption-text\">Waukegan Harbor 1853<\/figcaption><\/figure>\r\n<br \/>\r\n<ul style=\"list-style-type: disc;\">\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">The construction of the artificial harbor was\u00a0somewhat\u00a0unusual in the Great Lakes Basin because\u00a0no significant stream or river flows into the harbor.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">To the south, the city of Chicago was fast becoming the transport center of the nation, sending manufactured goods and raw materials to the East Coast, the southern states and the newly opened West of the <span style=\"text-align: left; color: #333333; text-transform: none; text-indent: 0px; letter-spacing: normal; font-style: normal; font-variant: normal; font-weight: 400; text-decoration: none; word-spacing: 0px; display: inline !important; white-space: normal; cursor: text; orphans: 2; float: none; -webkit-text-stroke-width: 0px; background-color: #ffffff;\">United States<\/span>.<\/span><\/li>\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\"><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">As the population of Chicago expanded northward, to<\/span><\/span>\r\n<figure id=\"attachment_907\" aria-describedby=\"caption-attachment-907\" style=\"width: 148px\" class=\"wp-caption alignright\"><a href=\"http:\/\/www.waukeganharborcag.com\/wp-content\/uploads\/2018\/05\/P5090739-e1526061939288.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-907\" src=\"http:\/\/www.waukeganharborcag.com\/wp-content\/uploads\/2018\/05\/P5090739-e1526061939288.jpg\" alt=\"\" width=\"148\" height=\"197\" srcset=\"http:\/\/www.waukeganharborcag.com\/wp-content\/uploads\/2018\/05\/P5090739-e1526061939288.jpg 768w, http:\/\/www.waukeganharborcag.com\/wp-content\/uploads\/2018\/05\/P5090739-e1526061939288-225x300.jpg 225w\" sizes=\"auto, (max-width: 148px) 100vw, 148px\" \/><\/a><figcaption id=\"caption-attachment-907\" class=\"wp-caption-text\"><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">Waukegan circa 1861<\/span><\/figcaption><\/figure>\r\n<span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">support the region&#8217;s growth, so did the need for new manufacturing and distribution sites.<\/span><\/li>\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">By 1890, Waukegan had developed a diverse economic base, <span style=\"text-align: left; color: #333333; text-transform: none; text-indent: 0px; letter-spacing: normal; font-style: normal; font-variant: normal; font-weight: 400; text-decoration: none; word-spacing: 0px; display: inline !important; white-space: normal; cursor: text; orphans: 2; float: none; -webkit-text-stroke-width: 0px; background-color: #ffffff;\">connected to Chicago by both rail and lake shipping<\/span> and supported by a skilled labor force.<\/span>\r\n<ul>\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\"><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">Industries used the common manufacturing practices of their day to produce steel, barbed wire, leather, concrete light poles, refined sugar, motors and other products, with little regard of the impacts to the environment.<\/span><\/span>\r\n<figure id=\"attachment_1430\" aria-describedby=\"caption-attachment-1430\" style=\"width: 150px\" class=\"wp-caption alignright\"><a href=\"http:\/\/www.waukeganharborcag.com\/wp-content\/uploads\/2019\/05\/Waukegan-Harbor-1939.png\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-1430 size-thumbnail\" src=\"http:\/\/www.waukeganharborcag.com\/wp-content\/uploads\/2019\/05\/Waukegan-Harbor-1939-150x150.png\" alt=\"\" width=\"150\" height=\"150\" srcset=\"http:\/\/www.waukeganharborcag.com\/wp-content\/uploads\/2019\/05\/Waukegan-Harbor-1939-150x150.png 150w, http:\/\/www.waukeganharborcag.com\/wp-content\/uploads\/2019\/05\/Waukegan-Harbor-1939-100x100.png 100w\" sizes=\"auto, (max-width: 150px) 100vw, 150px\" \/><\/a><figcaption id=\"caption-attachment-1430\" class=\"wp-caption-text\">Waukegan Harbor 1939<\/figcaption><\/figure>\r\n<\/li>\r\n<\/ul>\r\n<\/li>\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">In the 1890\u2019s, the harbor was further developed and expanded to meet the growing demand for goods transport. <\/span><\/li>\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">In 1955, the <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"http:\/\/waukeganport.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Waukegan Port District<\/a> (WPD) <\/span>was established by Illinois state statute. the WPD was created to oversee <span style=\"list-style: none; text-align: left; color: #111111; text-transform: none; line-height: inherit; text-indent: 0px; letter-spacing: normal; font-style: normal; font-variant: normal; font-weight: 400; text-decoration: none; word-spacing: 0px; display: inline !important; white-space: pre-wrap; border-collapse: collapse; border-spacing: 0px; orphans: 2; float: none; -webkit-text-stroke-width: 0px; background-color: #ffffff;\">the operation and development of <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/waukeganairport.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Waukegan National Airport<\/a><\/span> and <a href=\"https:\/\/waukeganharbor.com\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #0000ff;\">Waukegan Harbor<\/span><\/a>.<\/span><\/span><\/li>\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">As the country and region grew, industrial sites located around the harbor continued to expand into the early 1960\u2019s.<\/span>\r\n<ul>\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\"><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">Unfortunately, some of the common manufacturing practices used during that<\/span><\/span>\r\n<figure id=\"attachment_1434\" aria-describedby=\"caption-attachment-1434\" style=\"width: 150px\" class=\"wp-caption alignright\"><a href=\"http:\/\/www.waukeganharborcag.com\/wp-content\/uploads\/2019\/05\/Waukegan-Harbor-1974.png\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-1434 size-thumbnail\" src=\"http:\/\/www.waukeganharborcag.com\/wp-content\/uploads\/2019\/05\/Waukegan-Harbor-1974-150x150.png\" alt=\"\" width=\"150\" height=\"150\" srcset=\"http:\/\/www.waukeganharborcag.com\/wp-content\/uploads\/2019\/05\/Waukegan-Harbor-1974-150x150.png 150w, http:\/\/www.waukeganharborcag.com\/wp-content\/uploads\/2019\/05\/Waukegan-Harbor-1974-298x300.png 298w, http:\/\/www.waukeganharborcag.com\/wp-content\/uploads\/2019\/05\/Waukegan-Harbor-1974-768x774.png 768w, http:\/\/www.waukeganharborcag.com\/wp-content\/uploads\/2019\/05\/Waukegan-Harbor-1974-100x100.png 100w, http:\/\/www.waukeganharborcag.com\/wp-content\/uploads\/2019\/05\/Waukegan-Harbor-1974.png 815w\" sizes=\"auto, (max-width: 150px) 100vw, 150px\" \/><\/a><figcaption id=\"caption-attachment-1434\" class=\"wp-caption-text\">Waukegan Harbor 1974<\/figcaption><\/figure>\r\n<span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">time had an adverse impact on the environment and, as was subsequently\u00a0discovered, would \u00a0prevent the community from enjoying the full potential of the natural resources available at the Waukegan lake front.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">In 1981, the Outboard Marine Corporation plant site and the Waukegan Harbor were designated as a Superfund site (See <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"http:\/\/www.waukeganharborcag.com\/wp-content\/uploads\/2018\/11\/SuperfundProcessGraphic-GENERAL-2016.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Superfund Process<\/a><\/span>)<\/span><\/li>\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">The Army Corps\u00a0was responsible for maintaining the <span style=\"color: #000000;\">Federal Channel <\/span>(See <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"http:\/\/www.waukeganharborcag.com\/?page_id=350\" target=\"_blank\" rel=\"noopener noreferrer\">Maps and Diagrams<\/a><\/span>) in the harbor.\u00a0 Due to one hundred years of accumulations of heavy metals, and later <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"http:\/\/www.waukeganharborcag.com\/pcbs\/\" target=\"_blank\" rel=\"noopener noreferrer\">Polychlorinated Biphenyls<\/a><\/span> (PCBs), the Army Corps was not able to carry out the maintenance (navigational)\u00a0dredging of the harbor.\u00a0 Waukegan Harbor was not alone in experiencing these problems, contamination, associated with industrialization, tainted harbors and rivers throughout the Great Lakes Basin.<\/span><\/li>\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">In the 1980\u2019s the <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"http:\/\/www.ijc.org\/en_\/\" target=\"_blank\" rel=\"noopener noreferrer\">International Joint Commission<\/a><\/span> (IJC) undertook the task of identifying the major sources of pollution affecting the Great Lakes. Forty-three (43) major Areas of Concern* (AOC) (<span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"http:\/\/www.waukeganharborcag.com\/wp-content\/uploads\/2017\/11\/aoc_glbasin_map_20130215.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">See Map<\/a><\/span>)\u00a0were identified within Great Lakes watershed. *(What is an AOC and how has the program addressed contamination in the Great Lake basin? View a short video \u2013 <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/lnks.gd\/l\/eyJhbGciOiJIUzI1NiJ9.eyJlbWFpbCI6IndpbHNvbmRvbmFsZG1AZ21haWwuY29tIiwiYnVsbGV0aW5fbGlua19pZCI6IjEwMCIsInN1YnNjcmliZXJfaWQiOiIyMDY4NTYxOTEiLCJsaW5rX2lkIjoiMzc2NjkwMDM3IiwidXJpIjoiYnAyOmRpZ2VzdCIsInVybCI6Imh0dHBzOi8vd3d3LnlvdXR1YmUuY29tL3dhdGNoP3Y9LVBwQk9sd0lCd0UiLCJidWxsZXRpbl9pZCI6IjIwMTgwNTIzLjkwMTkxNDIxIn0.9xzHptj_RHRH9aSWkKKZSl8Uhz73fcYeIqMCPSzLHos\" target=\"_blank\" rel=\"noopener noreferrer\">AOC 101<\/a><\/span> \u2013 created by the Wisconsin Department of Natural Resources)<\/span><\/li>\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">Waukegan Harbor was identified as one of the 43 AOCs. (See<span style=\"color: #0000ff;\"> <a style=\"color: #0000ff;\" href=\"http:\/\/www.waukeganharborcag.com\/?page_id=350\" target=\"_blank\" rel=\"noopener noreferrer\">Maps and Diagrams<\/a><\/span>)<\/span><\/li>\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">Six (6) beneficial use impairments (BUIs) were identified in the Waukegan Harbor\u00a0AOC. They included;<\/span>\r\n<ul>\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">Beach closures<\/span><\/li>\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">Restrictions in dredging activities<\/span><\/li>\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">Restrictions on fish and wildlife consumption<\/span><\/li>\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">Loss of fish and wildlife habitat<\/span><\/li>\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">Benthos degradation<\/span><\/li>\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">Degradation of phytoplankton and zooplankton<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">In 1990, under the guidelines set down by the IJC, the Illinois Environmental Protection Agency (IEPA) helped to form the Waukegan Harbor Citizens\u2019 Advisory Group (Waukegan Harbor CAG).\u00a0 It\u00a0was structured\u00a0to include corporate, governmental, shipping, environmental and public representatives.<\/span>\r\n<ul style=\"list-style-type: circle;\">\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">The Waukegan Harbor CAG has 34 member organizations, 17 associate member organizations, plus private citizens and others who attend Waukegan Harbor CAG meetings just to stay well informed on the various cleanup activities in progress within the\u00a0 Waukegan AOC.<\/span><\/li>\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">Under the guidance of the Illinois Environmental Protection Agency (IEPA) the Waukegan Harbor CAG progressed through the three (3) investigation and analysis study stages required by the IJC.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\"><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">Dredging was identified as the most effective means of removing PCBs from the<\/span><\/span>\r\n<figure id=\"attachment_1436\" aria-describedby=\"caption-attachment-1436\" style=\"width: 150px\" class=\"wp-caption alignright\"><a href=\"http:\/\/www.waukeganharborcag.com\/wp-content\/uploads\/2019\/05\/Waukegan-Harbor-1997.png\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-1436 size-thumbnail\" src=\"http:\/\/www.waukeganharborcag.com\/wp-content\/uploads\/2019\/05\/Waukegan-Harbor-1997-150x150.png\" alt=\"\" width=\"150\" height=\"150\" srcset=\"http:\/\/www.waukeganharborcag.com\/wp-content\/uploads\/2019\/05\/Waukegan-Harbor-1997-150x150.png 150w, http:\/\/www.waukeganharborcag.com\/wp-content\/uploads\/2019\/05\/Waukegan-Harbor-1997-100x100.png 100w\" sizes=\"auto, (max-width: 150px) 100vw, 150px\" \/><\/a><figcaption id=\"caption-attachment-1436\" class=\"wp-caption-text\">Waukegan Harbor 1997<\/figcaption><\/figure>\r\n<span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">harbor. The first environmental dredge,\u00a0funded by Outboard Marine Corporation (OMC),\u00a0was completed\u00a0in 1993. At that time, it was believed most of the PCBs within the actual harbor sediment were removed.<\/span><\/li>\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">The harbor specific fish consumption advisory was lifted in February of 1997 but monitoring of the harbor fish continued on an annual basis.<\/span><\/li>\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">In 2006, a new harbor specific fish consumption advisory was issued because PCB concentrations were found to have increased in fish samples taken from the harbor. It was recognized that a second (2<sup>nd<\/sup>) environmental dredge was necessary to reduce the level of PCBs remaining in the sediments of the harbor.<\/span>\r\n<ul>\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">See the <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"http:\/\/www.waukeganharborcag.com\/?page_id=206\">AOC Repository<\/a><\/span> for information about\u00a0how to view\u00a0the studies and other documents related to the remediation of the contaminates.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">The work of removing BUIs from the AOC continued and during 2011 the first\u00a0(1<sup>st<\/sup>) BUI, Beach closings, was removed from the list of BUIs in the Waukegan AOC.<\/span><\/li>\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">On September 26<sup>th<\/sup>, 2012 the final environmental dredge began. (See<span style=\"color: #0000ff;\"> <a style=\"color: #0000ff;\" href=\"http:\/\/www.waukeganharborcag.com\/?page_id=350\" target=\"_blank\" rel=\"noopener noreferrer\">Maps and Diagrams<\/a><\/span>)<\/span><\/li>\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">The dredge\u00a0was completed on July 8<sup>th<\/sup>,\u00a0 2013.\u00a0\u00a0The dredging removed 124,244 cubic yards of contaminated sediment.\u00a0The\u00a0goal was to reduce the concentration of PCBs in harbor bottom sediments to 0.20 ppm or less.<\/span><\/li>\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">Navigational dredging of the harbor, utilizing Great Lakes National Program Office (GLNPO) funding on USEPA\u2019s Superfund contract, was initiated on July 8<sup>th<\/sup>. The objective of the work was to dredge to a depth of 18 feet in the navigational channel of the entrance channel and inner harbor areas.<\/span><\/li>\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">In 2013 the second (2<sup>nd<\/sup>) BUI, loss of fish and wildlife habitat, was also removed from the AOC.<\/span><\/li>\r\n<li><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\">In 2014 the third (3<sup>rd<\/sup>)\u00a0BUI, Restriction on dredging activities, was removed from the AOC. This was an important milestone for harbor industries and recreational boating interests\u00a0because it now meant that the\u00a0harbor could be dredged to its full navigational depth and boats and ships could safely\u00a0enter and leave. It also allowed commercial ships to\u00a0do so\u00a0fully loaded with cargo.<\/span><\/li>\r\n<li>In June 2017, the <a href=\"https:\/\/waukeganharbor.com\/wp-content\/uploads\/170630-Waukegan-Harbor-Master-Plan.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #0000ff;\">Waukegan Harbor Master Plan<\/span><\/a> was published.
